The report of the head of "ROSFLOTSERVICE" at the meeting of the Sea Collegium under the Government Russian Federation

On April 25, 2018, a regular meeting of the Scientific Advisory Board (SAB) of the Marine Collegium under the Government of the Russian Federation was held at the Central Research Institute of the Center.

The General Director of LLC "ROSFLOTSERVICE", a member of the SAB, reported to the Presidium on the existing problems in the production of rescue equipment for merchant ships and warships in the Russian Federation.

The report drew attention to the prevalence of foreign maritime rescue equipment on the Russian market over the domestic market. The issue of the quality of the supplied foreign products and the cost of their further servicing in Russia was considered.

This is connected with uncontrolled access to the Russian market of foreign rescue equipment, in particular inflatable life rafts of Chinese and European manufacturers (brands "CSM", "YOULONG", "VIKING", "SURVITEC", etc.).

As a result:
1. The cost of servicing foreign equipment on the courts of state institutions costs the State Treasury 167% more than maintenance of domestic equipment and equipment.
2. The prevalence of foreign products on the Russian market does not allow for development, R&D, improvement, modernization of products by Russian manufacturers, does not allow Russian enterprises to earn money on the sale of their products and send the money received to the development and release of rescue equipment for the Arctic, Antarctica (domestic rescue rafts of the Arctic version, for operation at a temperature of -40 C or more).

In the conclusion of the report, a number of measures were proposed to support the production of domestic rescue equipment and products for ships of the maritime fleet.
