Parshin,s proposal on envirinmental and transport security formed the basis of the order of the Prime Minister of the Russian Federation

Russian Prime Minister Mikhail Mishustin instructed the relevant ministries to introduce new obligations for owners of ships sunk within the Russian inland waterways.

"...The Ministry of Transport of Russia, the Ministry of Natural Resources of Russia, the Ministry of Finance of Russia, the Ministry of Justice of Russia, taking into account the earlier instructions of the government of the Russian Federation, are to introduce draft legislative acts providing for the obligation of owners of sunken vessels to raise the sunken vessel at their own expense within three months; recognition of the vessel as ownerless at the end of this period, implementation of its refloating by the competent authorities with the subsequent reimbursement for the expenses by the owner of such property," - said in the decree.

Earlier, Roman Parshin, General Director of ROSFLOTSERVICE LLC, repeatedly voiced a proposal and optimal solutions for the disposal of sunken and abandoned sea / river vessels and unused hydraulic structures.

We are sure, that in accordance with the given order, the Federal bodies of executive power will have a long and meticulous work in this direction, and this work will definitely contribute to and will lead to improvement of the environmental situation and will improve the conditions in seaport waters and rivers of the Russian Federation, which will directly affect the safety of navigation, prevent risks of injury to children and adolescents, involve shipbuilding and ship repair companies participating in the process of disposal and recycling, will lead to loading of metallurgical processing plants with the metal processing work and to creation of additional workplaces and tax deductions to budgets of all levels.
