The initiative proposed by the General Director of ROSFLOTSERVICE was transformed into a Resolution of the Government of the Russian Federation

In July 2019, at an offsite meeting of the State Duma Commission on legal support of the development of organizations of the defense industry complex of the Russian Federation, with the support of the Committee for the shipbuilding industry and marine engineering of the Russian Engineering Union, solutions aimed at support of domestic manufacturers of the marine equipment and stimulation of the production of ship equipment accessories on the territory of our country were considered and proposed.

In his report, Roman Parshin, General Director of ROSFLOTSERVICE LLC, focused the experts attention on the advisability of adopting the relevant legal acts by the Government of the Russian Federation and making amendments to Government Resolution No. 656, into the list of engineering products originating from foreign countries that are subject to delivery restrictions for state and municipal needs.

In particular, it is especially important to supplement this list with ship emergency rescue equipment (life rafts) intended for the rescue of crew members and passengers of sea vessels.  

In accordance with the results of the meeting, the relevant recommendations were sent to the Ministry of Industry and Trade of Russia.

On April 30, 2020, Mikhail Mishustin, Prime Minister of the Russian Federation, signed Government Resolution No. 616, which prohibited the provision of industrial goods (including life rafts) originating from foreign countries for the purpose of procurement for the state and municipal needs and procurement for the needs of national defense and state security.

Experts of the Committee and the Commission are convinced that this Resolution will open a sales market for domestic manufacturers of marine rescue equipment, will create conditions for access to the Russian market for those foreign manufacturers who are ready to carry out the full localization of production in Russia, and not only the "screwdriver assembly". This decision should lead to the creation of joint ventures, the implementation of technology transfer, and, as a result, to the production of inexpensive, high-quality products of the domestic production.
