Proposal of switchover to electronic document management when issuing passes to seaports

On February 11, 2020, a meeting of the Scientific and Expert Council of the Marine Board of the Government of the Russian Federation was held in the ALL-RUSSIAN RESEARCH INSTITUTE-CENTRE (Moscow). In the speech, the attention of the Scientific and Expert Council was drawn to the existing serious administrative barrier for marine business companies, and the urgent need to start work on digitalization and switchover to electronic document management, when issuing passes for enterprises operating in Russian seaports, was noted.

The creation of a mechanism for approving  of applications for passes to Russian seaports in a "single window" mode on the portal "State Services" on the Internet was proposed. This will allow to regulate the terms of approval of applications by Federal Executive authorities, to develop a unified form of documents and to prevent their loss.

In addition, it will help to create a favorable legal, investment and business climate in Russian seaports, to implement Decrees of the RF President and achieve higher levels in the implementation of the national program "Digital economy of the Russian Federation".  

Members of the Scientific and Expert Council supported the initiative, and on February 19, 2020, the issue of including this topic in the work plan of the Marine Board of the Government of the Russian Federation for the year 2020 will be considered at a meeting of the Marine Board in the Government House.
