United meeting of the Expert Council of the State Duma and the Shipbuilding Industry Committee of SoyuzMash Russia

On October 7, in the State Duma (Moscow, Georgievsky per., 2, entrance 10, hall 830), there was held the third united meeting of the Expert Council on Economic Policy, Industry, Innovative Development and Manufacturing  on the development of the Shipbuilding Industry  and marine engineering and the Committee on the shipbuilding industry and marine equipment on the topic as "Actual tasks of the civil shipbuilding development."


We discussed issues related to the implementation of the Consolidated long-term plan for the need in civilian vessels and marine equipment for the period up to 2035 year and making  amendments to Article 4 of the Merchant Shipping Code of the Russian Federation, which defines the types of work that are planned to be carried out exclusively using ships built on the territory of the Russian Federation.


The USC Development Strategy until 2030 year in the field of civil shipbuilding provides for the creation of 1200 vessels of various classes.  The priorities are the development of the transport, cruise and merchant fleet, as well as the provision of the Northern Sea Route.


This process will undoubtedly be facilitated by the implementation of the Comprehensive Plan for the Modernization and Expansion of the Main Infrastructure for the Period until 2024 year, developed in accordance with the Decree of the President of Russia of May 7, 2018 year.  


There is no doubt that in order to solve these and other tasks of the development of shipbuilding, we, without canceling the competition, must protect the interests of Russian manufacturers and service providers in our territory and in the sea zones covered by Russian jurisdiction, including in the Arctic water area.  “Work in this direction is being on the way.  - ISACHKIN Alexey Vitalyevich (Representative of the Department of Shipbuilding Industry of the Ministry of Industry and Trade of Russia);

- PARSHIN Roman Viktorovich (The General Director of ROSFLOTSERVICE LLC);

- SCHERBINA Andrey Maratovich (President Advisor of “Anthey Group” Companies);

- STOYANOV Dmitry Olegovich (Deputy General Director for Civil Marine Engineering of JSC Central Research Institute “Kurs”);

- DUBNIK Anatoly Evgenevich (Head of Fleet, Ports and Fisheries Monitoring Department);

- TATARNIKOV Vyacheslav Aleksandrovich (Head of the Department for Monitoring Stocks of Expeditionary Research and Industrial Fisheries FGBNU “VNIRO”);

 

On the topic of amending article ¹4 of the Merchant Shipping code of RF there were the performances by:

 

- SOLOVYOV Alexander Sergeevich (The General Director of the Joint-Stock Commercial Company “VSZ”);

- STRUGOV Vasily Igorevich (Deputy of General Director for the Fleet Federal State of Unitary Enterprise “Rosmorport” );

- GROMOV Vladislav Aleksandrovich (Deputy Director for Shipbuilding / Kalashnikov Group of Companies).

 

On the topic of development of civil shipbuilding were:

 

According to meeting results, a protocol will be prepared in the productive part, which is proposed:

 

1. To take into consideration the information of the Russian Ministry of Industry and Trade regarding the Consolidated Long-Term Plan of the Need for Civil Courts and Marine Equipment for the Period Until 2035 year.

 

 2. To recommend to the State Duma Committee of Economic Policy, Industry, Innovative Development and Entrepreneurship:

 - to support the draft federal law No. 769222-7 “On Amending Article ¹4 of the Merchant Shipping Code of the Russian Federation” in edition, submitted for the first reading of the bill by the State Duma and send a corresponding appeal to the State Duma Committee on Transport and Construction;

 - to support the program of preferential leasing for vessels of various classes;

 - to consider the possibility of generating an application for conducting research work on the analysis of the effectiveness of state measures to support industry using shipbuilding as an example (including international experience) and proposals for legal regulation.
