President of "USC" Conducted Meeting of the Expert Council Concerning Issues of Shipbuilding Product Export

The President of "United Shipbuilding Corporation" (Russia) A.L.Rakhmanov conducted meeting of the Expert Council concerning issues of shipbuilding product export.

On April 17th under the chairmanship of the President of the United Shipbuilding Corporation Alexey Rakhmanov export potential of the domestic shipbuilding products was discussed. Over 50 experts including representatives of "Rostec", "Rosatom", "VEB RF", "Concern Morinformsystem-Agat", "Central Scientific and Research Institute "Kurs", "ROSFLOTSERVICE" and heads of many other enterprises included into the specialized expert councils attached to the "RUSSIAN ENGINEERING UNION"and STATE DUMA took part.

The arrangement was conducted in the form of joint meeting of the Expert Council on development of the shipbuilding industry and marine equipment, the Expert Council on improvement of the legislation in the area of the government's defence order and the Committee on the shipbuilding industry and marine equipment of the Russian Engineering Union.

Mechanisms for assistance to the enterprises of military-industrial complex in expansion into new markets, export of the manufactured products, as well as industry operation under diversification conditions were discussed.

For the last 4 years the volume of products of the United Shipbuilding Corporation for commercial customers has grown by 2.5 times and has achieved 57 bln. RUB that is 15.6% from total proceeds of the corporations last year. In 2019 this index shall already be at the level of 17%. For accomplishment of the objectives, which was assigned to the Corporation by the President Vladimir Putin, is obtaining the parity rate in proceeds from the civil and military products by 2030, particularly, the shipbuilders need the state support.

During the speech the head of the United Shipbuilding Corporation Alexey Rakhmanov noted that for fulfillment of the President's order, the shipbuilders of the United Shipbuilding Corporation shall bring the values of civil salary up to 250-280 bln. RUB, from which 20-25% shall be obtained in the external markets.

“The key factor of success for the external trend becomes a financial competitive ability. In these terms the efficient system of mechanisms meeting the needs of the industry, particularly, on assistance directly to export project is required”, pointed out the President of Corporation.

The First Deputy Chairman of the State Duma’s Economic Policy Committee Vladimir Gutenev also agreed with the necessity of the state preferences for the domestic manufacturers entering the external markets. “The most part of major foreign manufacturers receives hidden subsidies for research and development that provides competitive advantages to them”, noted he. “I consider, that out country has two ways to develop out own civil shipbuilding faster. The first is a specialization in sophisticated ships: gas carriers, nuclear-powered icebreaker fleet. The second way is a support of the vessel demurrage construction, where marginality is low”.
