Meeting of the Marine Board of the Government of the Russian Federation for the protection of the marine environment from pollution

On February 19, 2020, Roman Viktorovich Parshin, General Director of ROSFLOTSERVICELLC (part of SOYUZMASH CONSULTING), took part in the regular meeting of the Marine Board of the Government of the Russian Federation, chaired by Yuriy I.Borisov, Deputy Prime Minister of the Russian Federation, which was held at the Government House (Moscow).

Special attention was paid to ensuring the safety of navigation and protection of the marine environment from pollution from ships within the framework of fulfillment of the requirements of international agreements by the Russian Federation, as well as orders of the President of the Russian Federation dated December 21, 2019, N PR-2679 (subparagraph “b” of paragraph 1).

Reports on the agenda were made by Deputy Minister of transport, Head of ROSMORRECHFLOTYuriyA. Tsvetkov, Deputy Minister of energy P. Sorokin and Chief of the Main Headquarters of the Russian Federation Navy A. Vitko.

The demand of the Russian domestic market in marine fuels in 2020 will be more than 10 million tons, and the oil refining industry possesses reserves for increase of the production of low-sulfur fuel.

According to ROSMORRECHFLOT(Yuriy Tsvetkov), low-sulfur marine fuel is available in all sea ports of the Russian Federation. The transition of vessels to its use will not entail the conversion of marine engines, he added.

Yuri Ivanovich Borisov reminded that the Amendment to the MARPOL Convention dated January 1, 2020, introduced a requirement for the maximum content of sulfur in ship fuel – not more than 0.5% (instead of 3.5%). The Russian Federation joined the document in 2011.

"Meanwhile, the results of the work of the Control Department of the President of the Russian Federation indicate a slightly different situation in this area," stressed the Deputy head of the Government.

- For eight years, sufficient measures for the fulfillment of the assumed international obligations have not been taken. Data on fuel differ in different departments, the port infrastructure is not able to provide regular refueling of the fleet, and the competitiveness of the national fleet continues to decline.

Based on the analysis of the situation in this sphere, the President of the Russian Federation approved a list of instructions of December 21, 2019, PR - 2679, where the government, with the participation of the Marine Board, was requested to ensure making changes to the strategic planning documents regarding the increase of involvement of the Russian merchant fleet in the export and import of goods, construction and modernization of port infrastructure, increase of the volume of production of marine fuel according to its types, including gas fuel.

Maintenance service and scheduled maintenance works of the gyrocompass on high-speed ships of the KALASHNIKIV CONCERN

An agreement was signed between  ROSFLOTSERVICE (part of SOYUZMASH CONSULTING) and the shipbuilding plant, being a part of the KALASHNIKOV CONCERN, for onshore maintenance of radio navigation equipment on high-speed ships in Sevastopol port. Within the framework of the agreement, we carried out scheduled maintenance works and servicing of the gyrocompass at the hydrofoil craft of project 23160, factory number 02701.

Proposal of switchover to electronic document management when issuing passes to seaports

On February 11, 2020, a meeting of the Scientific and Expert Council of the Marine Board of the Government of the Russian Federation was held in the ALL-RUSSIAN RESEARCH INSTITUTE-CENTRE (Moscow). In the speech, the attention of the Scientific and Expert Council was drawn to the existing serious administrative barrier for marine business companies, and the urgent need to start work on digitalization and switchover to electronic document management, when issuing passes for enterprises operating in Russian seaports, was noted.

The creation of a mechanism for approving  of applications for passes to Russian seaports in a "single window" mode on the portal "State Services" on the Internet was proposed. This will allow to regulate the terms of approval of applications by Federal Executive authorities, to develop a unified form of documents and to prevent their loss.

In addition, it will help to create a favorable legal, investment and business climate in Russian seaports, to implement Decrees of the RF President and achieve higher levels in the implementation of the national program "Digital economy of the Russian Federation".  

Members of the Scientific and Expert Council supported the initiative, and on February 19, 2020, the issue of including this topic in the work plan of the Marine Board of the Government of the Russian Federation for the year 2020 will be considered at a meeting of the Marine Board in the Government House.

On Friday, December 13, 2019, members of the Expert Council of the Committee of the State Duma on economic policy, industry, innovative development and entrepreneurship for the development of shipbuilding industry and marine equipment, Scientific and Technical Council of JSC OSKand the academic Council of the FederalStateUnitaryEnterprise KRYLOV STATE RESEARCH CENTRE, with the support of the Union of machine builders of Russia, discussed how to increase the effectiveness of the implementation of the created scientific and technical reserve during the performance of innovative projects in shipbuilding. The meeting was attended by the representatives of leading enterprises of the shipbuilding industry of the Russian Federation.

Commemorative meeting of the Scientific and Expert Council of the Marine Board of the Government of the Russian Federation

On December 4, 2019, a commemorative meeting and awarding ceremony of the members of the Scientific and Expert Council (SEC) of the Marine Board of the Government of the Russian Federation, dedicated to the 15th anniversary of the SEC, was held at the Federal State Unitary Enterprise All-Russian Research Institute CENTER in Moscow.   

During its work, the Council held about 60 sessions and meetings where the main issues of maritime activities were discussed. As a result, specific proposals and recommendations on priorities for the development of maritime activities in the Russian Federation were developed, and perspective scientific and practical activities were identified. The Council took an active part in the preparation of regulatory documents regulating the implementation of maritime activities in the Russian Federation.

The results of the SEC activity, due to the potential of its members, prominent scientists, representatives of the scientific community, the military-industrial complex, rectors of higher educational institutions and directors of leading scientific - research institutes, have proved the need and authority of such a body in the structure of the Marine Board.

The Council has made a significant contribution to formation of the national maritime policy, ensuring the development of all types of maritime activities, and preserving and improving the maritime potential of the Russian Federation. The vast majority of the Council's recommendations have been reflected in the decisions of the Marine Board of the Government of the Russian Federation.

Scheduled maintenance and emergency repair of ship pumps and auxiliary mechanisms

Repair of ship ballast, drainage, fire and sanitary pumps, pumps of main and auxiliary mechanisms at the ROSFLOTSERVICE service base in Novorossiysk.

The pump did not provide full performance, there was a liquid leak and excessive heating.

The faults were eliminated, the equipment was cleaned, the valves were repaired and adjusted, the packing, bearings were replaced, and the shaft was centered. The pump was delivered to the ship, installed and put into operation.

The list of works performed at the repair shop:

- disassembly of parts and defects identification;

- replacement of faulty pump parts;

- assembly of the centrifugal pump.
